Statement of the Chinese delegation on the 33rd session of Industrial Development Board of UNIDO

Mr. Chairman,

I would like to thank the Secretariat for its introductory remarks which are comprehensive and succinct, and of great help for the member-states to have knowledge of the latest information about UNIDO. We would like to make the following statement.

Mr. Chairman,

The Chinese delegation has noted with satisfaction that over the last year, the financial situation of UNIDO has been somehow improved. In particular, the received payment of contributions in 2006 reached a record rate of 93.7%. At the same time, the cumulated total amount of arrears decreased by 1.2 million euros. This testifies the steadily increasing confidence of member-states in UNIDO, reflects the fruitful efforts of UNIDO in collecting contributions over the last year. We appreciate the first outcomes of UNIDO efforts to enlarge its funding channels. For example some countries became new donors of UNIDO in 2006, and GEF and EU will both play a more important role in cooperation with UNIDO.

Mr. Chairman,

The Chinese delegation has taken note that the scale of assessment for the 2008-2009 biennium has been readjusted, and as a result, the assessed contribution for China has been raised from 2.98% of the last biennium to 3.707%, representing an increase of 24.1%. China, as a developing country, will fulfill actively its obligations and support as always the UNIDO services and activities, with a view to deepening and enlarging our cooperation with UNIDO. At the same time we wish that UNIDO could allocate the resources in a more rational way, that the limited funds go more to the most priority TC fields for developing countries.

Mr. Chairman,

The Chinese delegation has noticed that there remains a big amount of cumulated arrears. We appeal to all member-states for paying on time and in full their contributions, fulfilling their duties as member-states. And we hope that more countries with arrears will reach payment agreements with UNIDO as early as possible, so as to ensure better services provided to member-states by UNIDO. This delegation believes that UNIDO, confronted always to the challenge of funds scarcity, has a major long term and assiduous task of mobilizing extra-budgetary funds. So we wish that the Secretariat continues its efforts in enlarging and reinforcing funding mechanisms, as a remedy to the lack of regular budget, and pays attention to the balance among different fields of activity, so as to make greater contribution to the sustainable industrial development in developing countries.

The Chinese delegation would like to make the following statement on the issue of next external auditor candidacy. Over the last two decades during which UNIDO has a post of external auditor, this post has always been alternatively occupied by European or African countries. Candidates selected by Asian countries ran twice for the post, without success. We appeal to other regional groups and the Secretariat for paying adequate attention to the principle of geographical balance. Mr. Chairman, on this matter the Chinese delegation supports the decision of the Asian group proposing the Pakistan as candidate for the next external auditor, and wish to get full understanding and support from countries of other regional groups.

Mr. Chairman,

Over the last forty odd years, UNIDO has achieved, through productive activities, major results in promoting poverty reduction, trade-related capacity building, and in energy and environment fields, winning appreciation from developing countries. We are convinced that under the Director-General’s guidance and thanks to hearty support of member-states, UNIDO is bound to achieve even greater results. China will support UNIDO as usual, in its various endeavors.
