Chinese delegation on UN system-wide coherence

Mr. president,

My delegation welcomes UNIDO’s active participation in the UN reform process and the timely information provided on progress made. My delegation has always supported the UN in taking appropriate reform measures to improve the efficiency of the operational system and play a greater role in promoting socioeconomic development in developing countries. We hope to see increased consultations and cooperation among UN agencies leading to a more effective UN development system. We’d like to take this opportunity to reiterate that specific reform practices should fully respect the will of the governments of the pilot countries, should not follow a one-size-fits-all principle or set rigid timeframes or quantitative targets, and should take flexible measures conducive to achieving reform objectives, taking into full account the scale and features of different aid programs. The aid programs should be aligned with the priorities of developing countries and national ownership should be enhanced.

We welcome the timely stocktaking and comprehensive evaluation by UNIDO of progress achieved in pilot country reform, for reference by other countries and agencies. In view of the important promoting role of industrial development in achieving economic development and social progress in developing countries, we hope to see UNIDO’s functions further enhanced in the reform process so as to meet the actual needs of the many developing countries and constantly strengthen UNIDO’s resource mobilization capacity.
